Regarding the permissions of building with in your towny, google towny permissions (if not; its guarunteed you will end up having others destroying [griefing] your town

/towny prices To view prices

/town help To view available commands
/towny help To view available commands
/town Your town's status
/town new [name] To purchase a towny
/town list To view towns
/town join [name] To join a town
/town online To view towny members online
/town spawn To teleport to your town's spawn
/town leave To leave the town you have joined
/town spawn [name] To teleport to another town, that you haven't joined

/plot claim To claim a plot standing in
/plot forsale [coin amount] To sell plot standing in
/plot toggle [pvp/fire/explosions/mobs] To enable/disable effects within the plot standing in
